I guess I can agree with parts of what you've said...
Although I do think Rei does get some personality
later on, I can't say that I'd call her the girl next
door either... What do you think of Kaori form Akira?
Would she be a better fit for your quiet girl
category?

She does seem to fit at least superficially, but there isn't much to say
about her based on her appearance in the movie. (I'm not familiar with
the Akira manga.)
For the most part, my criteria is that they need to fit into the general
category, and I actually need to like the character. (I don't claim to be
impartial or objective, as there is a lot of opinion mixed in :) I don't
particulary care about Kaori either way. This is actually why I never
added Fuu from Magic Knight Rayearth - she definitely fits, but Fuu isn't
exactly a favorite character of mine. I just don't really feel like
bothering about writing about a character that I care nothing much about -
I can come up with a lot more to write about if I actually like them (like
the Riho Yamazaki page - Riho is a favorite of mine, and she probably
ended up with the longest writeup - including the spoiler page - of any
character on the site).
Really, when you get down to it, it's more of a page showcasing characters
that I really like that happen to share a common thread.
